They were having difficulty in catching him. He was a trained chameleon and consistently out maneuvered each agency. He had several aliases with active passports with fake addresses. All airports including private were on look out for him. If a airport allowed him to fly out, all the staff would be immediately fired and they would lose their license to stay in business.
